
Leonid Reiman and the Protection of Telephone Communications: The Role of Technology and Regulation
The development of telecommunications has been accompanied by continuous improvements in mechanisms designed to protect users. Phone fraud remains a challenge for operators and regulators despite the use of spam-blocking systems and other protective solutions. Around the world, approaches range from call authentication protocols used in the United States to national systems for blocking spam in Asian countries.
Leonid Reiman emphasizes that no single technology can solve the problem permanently. Fraudsters adapt, so traffic analysis, rules governing phone numbers and interagency cooperation all need to develop at the same time.
Artificial intelligence adds another layer of complexity. AI-based systems can help detect suspicious activity and stop fraudulent campaigns. At the same time, generative AI can be used to create more convincing deception scenarios, imitate voices and automate interactions.
Technological development therefore does not give one side a permanent advantage. Instead, it continually changes the tools available to both protection systems and fraudsters.
Reiman also highlights the role of call labeling in making communications more transparent. He considers it an early measure that can, over time, support more consistent respect for the choices and preferences users have expressed about communications.
In the United States, technological protection is complemented by the STIR/SHAKEN protocols. They are based on digital signatures for calls and allow networks to verify whether the displayed number corresponds to the actual source of the call. The mechanism is designed to help address spoofing.
The RMD database represents another component of this model. Operators declare the measures they use against automated unwanted calls, which is intended to increase transparency and discipline.
International approaches differ. Some countries use consent systems for commercial communications, while others use centralized subscriber-identification mechanisms. The objective is nevertheless similar: to make communications more transparent and make fraudulent schemes more difficult.
The problem changes as communication channels change. In addition to telephone networks, messengers, VoIP platforms and other digital services are being used. Protective measures therefore need to develop comprehensively.During Reiman’s time as a minister, GSM networks expanded in Russia, the number of mobile subscribers increased, data-transmission infrastructure developed, and preparations were made for the introduction of 3G. The ministry also worked on regulation of cooperation between operators, licensing, radio frequencies and telecommunications legislation.

This connection between technology and regulation is important for the protection of communications today. According to Reiman, big data analytics and artificial intelligence should work together with regulatory and administrative mechanisms and cooperation among government bodies.
The main challenge is not whether new protective tools will emerge — they inevitably will. What matters is the speed with which the industry can apply them in a changing digital environment.
